What is Shops & Establishment Registration?

The Shops and Establishments Act is a state-level legislation that regulates working conditions, working hours, weekly holidays, overtime, leave, and employment terms for every commercial establishment operating in India. Every shop, office, hotel, restaurant, theatre, and other commercial enterprise must obtain registration from the state labour or commerce department within 30 days of commencing business. Most states have digitalised the process and issue the registration certificate (also called Gumasta Licence in Maharashtra) instantly or within a few days. State Portal Registration:

Create an account on your state's labour/commerce department online portal using your PAN, Aadhaar, or mobile number.

Fill Application Form:

Enter establishment details — name, address, nature of business, employee count, commencement date, and proprietor/director information.

Upload Documents:

Upload identity proof, premises proof (rent agreement or ownership document), and any additional documents required by your state.

Pay Fees:
