What is EPF Registration?

The Employees' Provident Fund and Miscellaneous Provisions Act, 1952 mandates that every establishment with 20 or more employees must register with the Employees' Provident Fund Organisation (EPFO). Both employer and employee contribute 12% of the employee's basic salary plus DA each month — the employer's 12% is split between EPF (3.67%) and EPS (8.33%). The registration provides each employee a Universal Account Number (UAN) and ensures long-term retirement savings, insurance (EDLI), and pension (EPS) benefits. Businesses below the 20-employee threshold can voluntarily register. Non-compliance with EPF registration and monthly contributions attracts damages up to 25% of arrears plus prosecution.

Employee Benefits Under EPF

  • Retirement corpus — employee accumulates tax-free savings with interest
  • Pension — EPS provides monthly pension post-retirement (after 10 years of service)
  • Insurance — EDLI provides life cover of up to ₹7 lakh to nominees
  • Tax deduction — employee PF contribution deductible under Section 80C
  • Portability — UAN allows seamless transfer across employers
  • Partial withdrawal — allowed for medical treatment, housing, education, and marriage

Frequently Asked Questions

When does EPF registration become mandatory?+
EPF registration is mandatory when an establishment employs 20 or more persons. Once an establishment crosses the threshold, it must register within 30 days. Registered establishments remain covered even if the headcount later falls below 20.
What is the employer's PF contribution rate?+
The employer contributes 12% of the employee's basic salary + dearness allowance (DA). Of this 12%: 3.67% goes to the EPF account and 8.33% goes to the EPS (Employees' Pension Scheme). An additional 0.5% is contributed to EDLI (Employees' Deposit Linked Insurance) and 0.5% + 0.85% as administrative charges.
What is a UAN (Universal Account Number)?+
A UAN is a 12-digit number assigned to each employee by EPFO — it remains constant across different employments throughout their career. The UAN links all PF accounts of an employee across employers. Employers must generate UANs for new employees who don't already have one.
What is the ECR (Electronic Challan cum Return)?+
ECR is the monthly PF return that employers must file on the EPFO portal by the 15th of each month. It lists all employees, their wages, and the applicable PF/EPS contributions. The challan for payment must also be submitted by the 15th.
Can businesses voluntarily register for PF before 20 employees?+
Yes. Businesses with fewer than 20 employees can voluntarily register under EPF. This is useful for startups that want to offer PF as an employee benefit or those expecting to cross the threshold soon.
