A Fire No Objection Certificate (Fire NOC) is issued by the State Fire Services to certify that a building or premises complies with the fire safety standards prescribed under the National Building Code (NBC) and relevant state fire prevention regulations. There are two types: (1) Provisional Fire NOC — issued during construction to confirm the building plan meets fire safety requirements, and (2) Final Fire NOC — issued before occupancy, after a physical inspection confirms fire safety systems, equipment, emergency exits, and signage are installed and functional. The Final NOC is required before obtaining the Occupancy Certificate from the local municipal authority. Without it, businesses cannot legally occupy commercial premises, and insurance coverage may also be denied.
Fire Extinguishers:
Appropriate type (ABC, CO2, dry powder) based on fire risk category. Placed at prescribed intervals and inspected annually. Mandatory for all commercial premises.
Fire Alarm System:
Automatic fire detection and alarm system — smoke detectors, heat detectors, manual call points, and alarm bells. Required for buildings above specified occupancy or height.
Sprinkler System:
Automatic wet-pipe sprinkler system required for high-rise buildings, hotels, hospitals, and shopping complexes. Must cover all floors and storage areas.
Emergency Exit Signage:
Illuminated 'EXIT' signs, directional arrows, and floor-plan evacuation charts at all exits and stairwells. Green-coloured photoluminescent signs per IS standards.
Fire Hose Reels & Hydrants:
Internal hose reels and external fire hydrants with adequate water pressure. Required for multi-storey and large-floor-area buildings.
Application Filing:
Submit application to the State Fire Services through their online portal or at the local fire station, along with prescribed application fee.
Building Plan Submission:
Submit complete building plans including layout, site plan, floor plans showing fire escape routes, fire equipment locations, and architect's fire safety certificate.
Provisional NOC:
Fire department reviews plans and issues Provisional NOC if the design complies. Issued during construction phase — before fitout begins.
Physical Inspection:
Fire inspector visits the premises to verify installation of all fire safety equipment, emergency exits, signage, and systems per approved plans.
Deficiency Rectification:
Any gaps identified in the inspection report must be rectified. Re-inspection is requested after completing all corrections.
Final NOC Issuance:
Upon satisfactory inspection, the Final Fire NOC is issued. This is required before obtaining the Occupancy Certificate from the municipal authority.
Premises sealed:
Fire authorities can seal and shut down the establishment for operating without a valid Fire NOC.
Occupancy Certificate denied:
Municipal authorities will not issue Occupancy Certificate without Final Fire NOC, making occupancy illegal.
Insurance invalidated:
Insurance claims related to fire damage may be rejected if a valid Fire NOC was not in place at the time of the incident.
Criminal liability:
Under state fire prevention acts, operating without NOC can result in fines (₹1,000–₹25,000) and imprisonment in severe cases.
