What is a Fire Licence / Fire NOC?

A Fire No Objection Certificate (Fire NOC) is issued by the State Fire Services to certify that a building or premises complies with the fire safety standards prescribed under the National Building Code (NBC) and relevant state fire prevention regulations. There are two types: (1) Provisional Fire NOC — issued during construction to confirm the building plan meets fire safety requirements, and (2) Final Fire NOC — issued before occupancy, after a physical inspection confirms fire safety systems, equipment, emergency exits, and signage are installed and functional. The Final NOC is required before obtaining the Occupancy Certificate from the local municipal authority. Without it, businesses cannot legally occupy commercial premises, and insurance coverage may also be denied.

Automatic fire detection and alarm system — smoke detectors, heat detectors, manual call points, and alarm bells. Required for buildings above specified occupancy or height.

Sprinkler System:

Automatic wet-pipe sprinkler system required for high-rise buildings, hotels, hospitals, and shopping complexes. Must cover all floors and storage areas.

Emergency Exit Signage:

Illuminated 'EXIT' signs, directional arrows, and floor-plan evacuation charts at all exits and stairwells. Green-coloured photoluminescent signs per IS standards.

Fire Hose Reels & Hydrants:

Internal hose reels and external fire hydrants with adequate water pressure. Required for multi-storey and large-floor-area buildings.

Fire NOC Procurement Process

Application Filing:

Submit application to the State Fire Services through their online portal or at the local fire station, along with prescribed application fee.

Building Plan Submission:

Submit complete building plans including layout, site plan, floor plans showing fire escape routes, fire equipment locations, and architect's fire safety certificate.

Physical Inspection:
