What is BIS Registration?

The Bureau of Indian Standards (BIS) is India's national standards body, operating under the BIS Act 2016. BIS certification is mandatory for products falling under Quality Control Orders (QCOs) issued by the Ministry and under the Compulsory Registration Scheme (CRS) for electronics and IT products notified by the Ministry of Electronics and Information Technology (MeitY). The ISI mark is the BIS conformity mark issued for products tested against Indian Standards (IS codes) and is legally required for products like household wiring cables, cement, steel, packaged drinking water, baby food, helmets, and LPG cylinders. The CRS scheme covers electronics: mobile phones, LED lamps, power adaptors, power banks, and laptops — requiring Compulsory Registration on the BIS portal before sale. Foreign manufacturers can obtain BIS certification through the Foreign Manufacturers Certification Scheme (FMCS).

BIS Certification Schemes

ISI Mark Scheme (Product Certification):

For products where an Indian Standard (IS code) exists. Product must be tested at BIS-empanelled labs and factory inspected. Covers steel, cement, cables, water, food products, helmets, toys, and more.

Compulsory Registration Scheme (CRS):

For electronics and IT products notified by MeitY. Products registered on BIS portal display R-number. Covers mobile phones, laptops, chargers, LED bulbs, power banks, audio-video equipment.

Foreign Manufacturers Certification Scheme (FMCS):

For overseas manufacturers wanting to sell in India. Requires Authorised Indian Representative, factory inspection abroad by BIS, and product testing at accredited labs.

Hallmarking (Precious Metals):

Mandatory BIS hallmarking for gold jewellery (since June 2021). Jewellers must register with BIS and submit jewellery to BIS-recognised Assaying and Hallmarking Centres (AHCs).

BIS enforcement teams regularly conduct market surveillance and raids.
